Mossadeck BALLY visits FSD Conseils

Our law firm was honored to receive a visit from Mr. Mossadeck BALLY.
Mr. BALLY is the founder and CEO of the Azalaï Hotels Group - West Africa's leading hotel chain.
The Azalai Group, which was born in Mali in 1994 with the acquisition of the legendary Grand Hôtel de Bamako, has since expanded to Abidjan, Ouagadougou, Bissau, Cotonou and Nouakchott, and will soon be expanding to Dakar, Niamey and Conakry. And soon in Dakar, Niamey and Conakry.
Mr Mossadeck BALLY is also Honorary Consul General of the Principality of Monaco in the Republic of Mali.
The exchanges with this inspiring personality were extremely interesting and instructive.

LITHIUM, A NEW OPPORTUNITY FOR MALI?

Over the last few decades, the quest to diversify energy sources has increased with the desire to take environmental aspects into account, and the search for energy sources that are less polluting than coal and oil.
One of the alternatives to this problem may be lithium.
Lithium is used for a variety of functions:

- Production of batteries;
- Glass industry;
- Ceramics industry;
- Metallurgy industry;
- Rubber and thermoplastics industry, etc.
This mineral substance is found in Africa and particularly in Mali, in the south of the country.
Current mining legislation in Mali classifies mineral substances into several groups, and lithium is included in group 3: Chromium, Nikel, Cobalt, Vanadium and Platinum, Iridium, Osmium, Palladium, Rhodium, Titanium, Tin, Niobium, Tantalum, Wolfram, Lithium, Zircon, Rare earths.

 

The exploitation of this mineral could represent an opportunity for the economic development of the regions concerned in particular, and for Mali in general.
This would require the State, faced with the limitations of the policy followed to date, to modify its approach in order to effectively reconcile the multiple interests involved: i.e. to promote the attractiveness of investment while satisfying national stakes - to make the mining sector a real lever for the country's development.
In addition, a number of factors will need to be taken into account, including:
- Economic factors in the broadest sense (commodity prices, exchange rates, etc.);
- The rate at which known deposits are being mined;
- The grade of the deposits;
- The depth of the deposit and mining conditions, on which mining costs and therefore the profitability of the project partly depend; the evolution of the techniques used to mine the deposit, etc...
